Board of Directors Biographies

David C. Bowers is a Washington D.C. native and resident. This former Youth Mayor of Washington received a B.A. degree from the University of Virginia and a Master of Divinity degree from Howard University School of Divinity.  David currently serves as the Local Office Director of Enterprise Community Partners’ Washington, D.C. Program Office. David’s work includes facilitating affordable housing and community development deals in collaboration with government agencies, lenders, for-profit and non-profit developers.  David is an ordained minister who served for 14 years on the ministerial staff of the former Amistad United Church of Christ, currently Amistad St. Paul United Church of Christ.  David is a founding member of the Greater Washington chapter of 100 Black Men.  He is a former member of the District of Columbia’s Board of Real Property Assessments and Appeals and the District of Columbia’s Juvenile Justice Advisory Group.  He has served on the Board of Thrive DC since 2003.

David Bowman is the chief of the Financial Markets section at the Board of Governors of the Federal Reserve, where he has been since 1993.  He has a Ph.D. in economics from the University of California at Berkeley and a B.A. in Economics from University of California at Irvine.  He has lived in Washington DC for fifteen years, and was previously on the Board of Miriam’s Kitchen for six years.

Diana Bruce is the director of health and wellness for the District of Columbia Public Schools, where she leads DCPS’s student health and wellness program and directs the development of the student mental health initiatives. Diana also serves on the DC Child Fatality Review Committee. Prior to joining DCPS, Diana was the director of policy and government affairs of AIDS Alliance for Children, Youth & Families in Washington, DC, and served temporarily as co-interim executive director. Diana’s other experience includes working at the National Family Planning and Reproductive Health Association and Planned Parenthood of New York City.  An alumna of the University of Texas at El Paso with a Bachelor’s in Journalism, Diana also holds a Master’s in Public Administration from Columbia University’s School of International and Public Affairs. Diana’s a busy mom of two, who also serves on the board of directors of Choice USA.  Diana has been on Thrive DC’s Board since 2004, having first volunteered in Thrive DC’s kitchen.

R. Matthew Kelley is an attorney with the Office of Chief Counsel, Internal Revenue Service. He earned his bachelor’s degree at Creighton University, his J.D. at the University of Notre Dame, and his LL.M. in tax law at the University of Denver. Prior to starting at the IRS national office, he served as an attorney-advisor for the United States Tax Court.  He has been a resident of Washington, D.C. since 1999, and a board member for Thrive DC since 2004.

Tiffany Parker is currently a Senior Consultant for Booz Allen Hamilton.  She received her BA from Howard University and her MPA from Columbia University.  Besides spending almost three years in the US Foreign Service, Tiffany was Senior Media Specialist with Philip Morris USA and Director of Communications for REXAHN Pharmaceuticals, Inc., and led strategic communications for DTI/Haverstick Consulting.  A longtime Thrive DC volunteer, Tiffany is also on the Board of Directors of the Breakthrough Collaborative.

Margaret Polski is a political economist with over fifteen years experience leading start-up, turn-a-round, and transformation initiatives in business, government, and civic sectors. Her research interests include security, innovation, growth, and regulation. She is currently a Research Affiliate at the Center for the Study of Neuroeconomics at George Mason University.

Dr. Polski has previously served as an Executive Advisor to security and defense teams in the consulting firm Booz Allen Hamilton; senior advisor in the Africa Bureau of the U.S. Agency for International Development; a management consultant with the Diel Group and A.T. Kearney; and held executive positions with AMERICORD, Inc., Check Technology Corporation, Santa Cruz Imports, and BMC Industries. She has a Ph.D. from Indiana University, an M.P.A. from the Kennedy School of Government at Harvard University, and a B.E.S. from the University of Minnesota.

Amy Weaver joined the Thrive DC board of directors in June 2008 after serving as a Morning Program volunteer for several months.  She recently moved to the DC area from Chicago where she worked in Management Consulting, focusing on strategic planning, marketing and large-scale program management for Fortune 200 companies.  She has strong interests in entrepreneurship, food, nutrition, and volunteerism.  Amy graduated from Miami University with a BS in Accountancy and Indiana University with an MBA.
